Bob Airey

Bob joined the Canadian Armed Forces in April 1975 to become a firefighter. In July of 1977 he started working as a firefighter in Riverview, New Brunswick. Since then he has obtained certificates in fire service administration, emergency medical technician 1 and has attained his Primary Care Paramedic (PCP0 accreditation. He became a Lieutenant working in operations in 1995 and a Captain in March 2000.  During the past twenty years he has been the union local president twice. He is now a qualified provincial fire instructor and a member of the provincial and regional critical incident stress team.

Bruce Burrell

Bruce is a graduate of the Certificate in Fire Service Administration program from Dalhousie University College of Continuing Education. He has been a representative of the CAFC on the CSA-Z1600-08 Technical Committee since 2004. Bruce also sits on the Public Health Agency of Canada Working Group on Seniors and Emergency Preparedness as well as the Private Sector Working Group on Pandemic Influenza Planning, coordinated by Public Safety Canada.

In 2008 he accepted a position on the Steering Committee for the Conference Board of Canada’s newly formed Council on Emergency Management. Bruce is a member of the International Association of Emergency Managers (IAEM).

He has also instructed and participated in curriculum and program review for the Canadian Emergency Management College in Ottawa.

His experiences in the fire service began with his participation in New Minas Volunteer Fire Department in 1982. Bruce worked as a Human Resources Manager prior to joining the Halifax Fire Department in 1984 and served as the Deputy Chief Director of Safety and Strategic Initiatives for Halifax Regional Fire and Emergency. In 2005 he moved to the city of Calgary as the Fire Chief and Director of Emergency Management.

Bruce Morrison, BBA, AIT

Bruce Morrison served as Fire Chief of the City of Moncton from 1992 to 2001. During his career he has had extensive specialist training in emergency medical services, disaster services and the handling of hazardous materials. He was Fire Chief in Oromocto NB from 1985 until his appointment to the City of Moncton and served with the Dartmouth Fire Department in Nova Scotia for approximately eleven years prior to that. Bruce also served several years with the Waverly volunteer fire department and is a life member of that department.

Currently Bruce serves as the Emergency Services Supervisor for Lanxess Inc an international chemical company. His role as supervisor includes managing a fire department, plant security department, river spill team and a hazardous materials response team that responds to incidents in both Canada and the United States. Bruce is also responsible for all plant fire protection and safety systems and emergency planning.

As an administrator, Bruce Morrison has served in many capacities on provincial, regional and national fire service and related industrial and government organizations. He has served as President of the New Brunswick Association of Fire Chiefs, as a Director on the Board of the Canadian Association of Fire Chiefs, and as President of the International Association of Fire Chiefs - Canadian Division.

He also served on the Major Industrial Accident Coordinating Council of Canada’s Technical Management Committee, as well as their Emergency Response — 2000 and Beyond steering committee and chaired the Task Force on Shelter in Place versus Evacuation. In addition to his position with MIACC he also served on the Federal Transport Minister’s Policy Advisory Committee on the Transportation of Dangerous Goods.

Bruce co-authored a book on HAZMAT response teams and a decontamination guide. In the private industry, he has been a fire protection consultant with a number of firms. He is a recognized expert in Fire Cause Determination and Origin, Court of Queens Bench, Province of New Brunswick. Bruce is also trained as an international delegate with the Canadian Red Cross and is on standby status for response to global disasters and international missions.

Cindy Payne

Cindy is currently employed with CGI Business Service, Western Division as the Fire Protection Specialist. She is responsible for Fire Underwriters Surveys and Municipal Consulting.

Cindy has gained significant expertise in the fire protection field. She recently served as Deputy Fire Chief with a local Municipality and is well versed in the field of public fire protection and operations of Fire Departments.

Cindy is a graduate of Dalhousie University’s Certificate in Fire Service Administration and is using that certificate to attain advanced standing in Lakeland College's Bachelor of Applied Emergency Service. Cindy is certified as a level one investigator and inspector.

Gilles Allard

Gilles joined the fire service in February 1974 and served as a volunteer firefighter for 4 years in Campbellton, New Brunswick. In March of 1978 he was hired as a full time firefighter with the Riverview Fire and Rescue Service. During the last 32 years he had the opportunity to attend numerous courses, and training seminars which assisted him throughout his career, permitting him to acquire his certification as a journeyman firefighter, emergency medical technician, fire service instructor and in fire service administration.  Gilles now serves as Captain and training coordinator

Ken Eden

Ken has a Bachelor of Commerce from Acadia University and is certified as a fire service instructor in Nova Scotia, New Brunswick and Ontario. He has served on several Ontario Fire Marshal committees and instructs with VFIS. He has been involved with Dalhousie's fire management programs since 1987,  as well as his background in insurance and as chief of Lake Echo NS, Dalhousie NB, Tillsonburg ON, and now Niagara on the Lake ON, makes him highly informed to mark your assignments.

Ken McMullen

Ken is the Fire Chief for the Tecumseh Fire/Rescue Services.  He has held other high level positions in the fire service including Deputy Fire Chief/ Support Services Oakville Ontario and Fire Chief for Lincoln Fire Services as well he is a former 27-year veteran Senior Captain/Academy Instructor with the Winnipeg Fire Paramedic Service. Ken served as rescue services coordinator in the fire suppression branch for 12 years, as a fire prevention officer, member of the arson strike force, and as the LAN manager for WebCT at various points in his career.  Ken teaches in the areas of Human Resource Management, Organizational Behaviour, Conflict Resolution and Management Studies.  He holds Bachelor of Arts in Political Studies and a Certificate in Public Sector Management from the University of Manitoba where he is currently completing his thesis in the Masters in Public Administration program.

Lydia Adisenu-Doe

Lydia is currently a Human Resources consultant with the Nova Scotia government. She is responsible for managing two government programs, The Diversity Talent Pool and the Career Starts program. This involves providing employment and employment related services to the public and government departments. She also works with other Federal, Provincial and Municipal funded service delivery organizations. She has a bachelor of Commerce degree and a certificate in Human resources management from St Mary’s University. She is also a graduate of Dalhousie’s Master of Public Administration Program. She is happy to share her knowledge and experience in service delivery in government.

Lyle Quan, BAppBus:ES, B.Ed.

Lyle’s career in the emergency services has spanned over 30 years. Prior to joining the Fire Service in 1987, Lyle was a police officer for several years.

His career with the Fire and Emergency Services began in Markham, Ontario where he progressed through the ranks to the position of Divisional Chief of Training. In May 2004, Lyle accepted the position of Deputy Fire Chief of Administration with Guelph Emergency Services – Fire/Ambulance, where was also was tasked with the management of a Volunteer Fire Department just east of Guelph; and in September 2010, Lyle accepted the position of General Manager/Fire Chief for the City of Waterloo Protective Service. In this capacity he is responsible for the operations of Fire Rescue, By-law Enforcement and Community Relations.

During his career he has also served on many committees that range from executive member of the local Firefighter’s union to participating on the local College’s Program Advisory Committee for the Ontario Firefighter’s Curriculum.

Lyle is a graduate of Dalhousie’s Fire Service Leadership and Fire Service Administration programs; he has a Bachelor of Applied Business in Emergency Services from Lakeland College and a bachelor’s degree in Adult Education from Brock University.

Ken Harding

Ken Harding has been involved in the municipal administration field for over 30 years, the last 23 of which, he has been employed by the Town of Woodstock, New Brunswick. He is presently the Chief Administrative Officer for the Town. He is an active member of the Board of Directors of seven regional and international agencies and commissions. Ken is actively involved in the New Brunswick Association of Municipal Administrators’ Education Committee and Professional Certification Program. He has a Diploma in Public Management, and holds the highest level of Professional Certification in New Brunswick (Level 3).

Grace Temani

Grace is currently the Program Director for the Fire Management Certificate Programs. She graduated from Dalhousie University in 1997 with a Bachelor of Commerce degree, and received a Computer Science degree from Dalhousie Technical University in 2003. Her involvement in the Fire Management Certificate Programs started in 1997. Her interests in computer assisted learning led her to design the CFSA and recently the CFSL courses to be offered on WebCT.

Pat Hartling

Patrick Hartling has over 20 years of experience in the human resources profession and over fifteen years experience in facilitation, and the development and education of adults. In 2003 he founded S.P.L. Development Services, to promote and develop best practices in Strategy, People and Leadership.

Mr. Hartling has been Director of Human Resources with organizations ranging from 1000 to over 2000 employees in the public, health and service sectors, and has developed contemporary HR Strategies and Services, reflecting the best business practices available, as well as alignment with organizational interests. He has created and introduced Organizational Development Services, proactive Health and Wellness Strategies, contemporary HR services for Managers, such as Succession Planning and Performance Development, and developed and implemented employee surveys in a number of organizations to provide a basis for HR Programs and Services. Over the last fifteen years he has been actively developing and presenting and facilitating learning opportunities for working professionals in topics such as Organizational Behavior, Human Resources Management, and Program Evaluation.

He has taught university courses at Dalhousie and Mount Saint Vincent in the Business and Continuing Ed faculties, has both chaired and presented at HR conferences in Ottawa and in the Maritimes, and has taught courses on line for Dalhousie University College of Continuing Education, and the University of Alberta, and has also delivered courses as part of a Saint Mary's Program in Nunavut. Patrick is a certified Human Resources Professional, and possesses a Bachelor of Commerce, a Master in Public Administration, and a Bachelor of Law degree from Dalhousie University. He is currently an active member of the Board of St. Paul’s Home for Youth, is the Vice President of HRANS [elected] and is active at the leadership level in several other community organizations.

Bryan Roach

Bryan brings a significant amount of senior level experience in fire service, emergency management and organizational management. In addition to holding separate diplomas in Business Administration and Adult Education and a degree in Public Administration (organizational behaviour); he has also studied at the Banff Centre, School of Management and holds a certificate in Managing Fire Services from the International City Management Association. He is a Certified Human Resources Professional (CHRP) and holds a variety of other managerial and technical certificates.

Bryan commenced his 25 year full-time fire service career as a fire fighter and help a variety of progressively responsible positions including; assistant fire chief, deputy fire chief, fire chief, and coordinator of emergency programs. He has also been a member of a corporate senior leadership team with multiple responsibilities. He has conducted organizational reviews resulting in the implementation of improvement orientated recommendations, and has given many presentations on a variety of emergency response, human resources and management topics.

He spent many years as a curriculum developer, distance education tutor and site instructor with the Fire Academy, Justice Institute of British Columbia. He also sat on the executive and participated as a member of many provincial fire service organizations. Bryan is co-author of the Dalhousie University Fire Service Strategic Planning I course and has developed and written curriculum and is a part-time instructor for other post secondary education facilities. He facilitated the development, and wrote the first comprehensive Strategic Plan for Kamloops Fire & Rescue Services, a twenty-four month project on which he worked full time for one year. He also actively participated in the development and implementation of the strategic plan for the Halifax International Airport Authority.

Bryan’s current role is with the Province of Nova Scotia where he provides strategic leadership and human resources advice and guidance to various leadership teams within the Department of Health.
