Advanced Credit in NACLAA
This page describes the various credit transfer regimes for graduates of local government programs across Canada. If you are applying for an exemption based on credit courses taken at any institute, please see Exemption Criteria for more information. You may jump directly to the sections for Newfoundland, the Maritime Provinces, Ontario, Manitoba, Saskatchewan and Alberta.

Exemption Criteria
If you would like to request an exemption based on credit studies, please keep in mind the following. The credit course(s) must:
- Have been completed within 10 years of the date of application
- Be both content and context specific - the context for NACLAA course is Local Government, but in some cases Public Sector courses will be considered
- Have been completed with high standing - B or higher
You may choose to contact the program manager for more information and further guidance before applying for advanced standing with credit courses.
Newfoundland
There are 2 different transfer credit regimes for graduates of Memorial University programs.
1) If you have completed the Memorial Local Government Program then you receive credit for 5 courses toward NACLAA Level I. You must take 3 more courses to complete Level I and 4 more to complete Level II.
To complete Level I you must take all 3 of the following:
- Public Administration Professionalism
- Local Government Finance
- Organizational Behaviour and Leadership
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
Maritime Provinces
There are 5 different transfer credit regimes for graduates of Dalhousie University programs.
1) If you have completed Henson College's Certificate in Local Government then you receive the equivalent of NACLAA Level I and can proceed directly into NACLAA Level II. You must take 4 courses to attain the Level II Certificate:
- Public Administration Professionalism
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
2) If you have completed Henson College's CLGA program and the Diploma in Public Management then you receive the equivalent to NACLAA Level I plus 1 course toward Level II. You must take 3 more courses to attain the Level II Certificate:
You must take:
- Public Administration Professionalism
and you can choose 2 of the following 3 options:
- Citizen Engagement and Consultation
- Policy Planning and Program Evaluation
- Municipal Law II
3) If you have completed Henson College's Diploma in Public Management then you are required to enter directly into Level II. You must take 3 NACLAA Level I courses, after which you will receive a Level I certificate. You must then take 4 more courses in Level II.
To receive your Level I certificate you must take:
- Public Administration Professionalism
- Local Government Finance
and you can choose 1 of the following 2 options:
- Organizational Behaviour and Leadership
- Organizational Design and Management
To complete Level II you must take all 3 of the following:
- Municipal Law I
- Municipal Law II
- Citizen Engagement and Consultation
and 1 of the following 2 options:
- Policy Planning and Program Evaluation
- Local Government
4) If you have completed Henson College's Certificate in Fire Service Administration then you receive the equivalent to 6 Level I courses. You must first take 2 Level I courses and then take 4 more courses to attain the Level II Certificate.
To complete Level I you must take:
- Public Administration Professionalism
and 1 of the following 3 options:
- Property Taxation and Assessment
- Sustainable Communities
- Financial Management
To complete Level II you must take all 4 of the following:
- Citizen Engagement and Consultation
- Policy Planning and Program Evaluation
- Municipal Law II
- Organizational Design and Management
5) If you have completed Henson College's Advanced Certificate in Police Leadership then you receive the equivalent of 3 or 4 NACLAA Level I courses, depending on whether or not you have already completed Police Leadership and Management Development. Then to complete Level II you must take 4 more courses.
To complete Level I you must take 4 or 5 of the following:
- Public Administration Professionalism
- Local Government
- Local Government Finance
- Municipal Law I
- Organizational Behaviour and Leadership
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Citizen Engagement and Consultation
- Policy Planning and Program Evaluation
- Organizational Design and Management
Ontario
There are 4 different transfer credit regimes for graduates of the Association of Municipal Clerks and Treasurers of Ontario programs and courses:
1) If you have completed AMCTO's Municipal Administration Program then you receive the equivalent of 4 courses towards NACLAA Level I. You must take 4 courses to attain the Level I Certificate, and must take 4 more courses to attain the Level II Certificate.
To complete Level I you must take:
- Public Administration Professionalism
and 3 of the following 4 options:
- Local Government
- Municipal Law I
- Organizational Behaviour and Leadership
- Local Government Finance
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
2) If you have completed AMCTO's Municipal Administration Program as well as AMCTO's Municipal Accounting and Finance Program then you receive the equivalent of 5 courses towards NACLAA Level I. You must take 3 more courses to attain the Level I Certificate and 4 more to complete Level II.
To complete Level I you must take:
- Public Administration Professionalism
and 2 of the following 3 options:
- Local Government
- Municipal Law I
- Organizational Behaviour and Leadership
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
3) If you have completed AMCTO's Municipal Administration Program as well as Municipal Law Course then you receive the equivalent of 5 courses towards NACLAA Level I. You must take 3 more courses to attain entry into Level II, and 4 more to receive the Level II Certificate.
To complete Level I you must take:
- Public Administration Professionalism
and 2 of the following 3 options:
- Local Government
- Local Government Finance
- Organizational Behaviour and Leadership
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
4) If you have completed AMCTO's Municipal Administration Program as well as both AMCTO's Municipal Accounting and Finance Program, and Municipal Law course then you receive the equivalent of 6 courses towards NACLAA Level I. You must take 2 more courses for entry into Level II, and must take 4 more courses to attain the Level II Certificate.
To qualify for Level II, you must take:
- Public Administration Professionalism
and 1 of the following 2 options:
- Local Government
- Organizational Behaviour and Leadership
To complete Level II you must take all 4 of the following:
- Organizational Design and Management
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
Manitoba
There is only 1 transfer credit regime for graduates of the University of Manitoba's program:
If you have completed the Certificate in Manitoba Municipal Administration then you receive 5 Level I course credits. You must complete 3 more courses to attain the Level I Certificate.
To complete Level I you must take all 3 of the following:
- Public Administration Professionalism
- Local Government
- Local Government Finance
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
Saskatchewan
There are 2 transfer credit regime for Saskatchewan students:
1) If you have completed the University of Regina's Local Government Administration Program, then you will receive 4 Level I course credits. You must take 4 more courses to attain the Level I certificate.
To complete Level I you must take all 4 of the following:
- Public Administration Professionalism
- Local Government
- Organizational Behaviour and Leadership
- Local Government Finance
To complete Level II you must take all 4 of the following:
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
- Organizational Design and Management
2) Students who have completed advanced municipal studies in Saskatchewan may apply for up to 2 more advanced standing credits. If these additional course credits are granted, you must take 2 more courses for entry into Level II, and must take 4 more courses to attain the Level II certificate.
Alberta
There are 2 different transfer credit regimes for graduates of University of Alberta programs:
1) If you have completed Alberta's Local Government Certificate then you receive the equivalent of NACLAA Level I and can proceed directly into NACLAA Level II. You must take 4 more courses to attain the Level II Certificate.
- Public Administration Professionalism
- Municipal Law II
- Policy Planning and Program Evaluation
- Citizen Engagement and Consultation
2) If you have completed Alberta's LGC as well as the Senior Executive Fellows Program then you receive NACLAA Level I and 2 course credits toward Level II. If you register in the NACLAA program by December 31, 2004. You must take 2 more courses to attain the Level II Certificate.
You must take:
- Public Administration Professionalism
and you can choose 1 of the following 3 options:
- Citizen Engagement and Consultation
- Policy Planning and Program Evaluation
- Municipal Law II
